Currently over 40 EAS employees are under investigation district wide for ethics violations. These include gambling, time keeping falsification, misuse of Postal property and networks, misappropriation of funds, theft of mail, submitting erroneous data and sexual misconduct. Sean Lacey stressed that each case will be dealt with individually, that past examples of discipline in similar cases will have no bearing. Supervisors are reminded that the situation is changing, what was previously ignored is now pursued. We must behave with the greatest possible integrity In addition, the Postal Service is taking a tougher stance on situations involving spouses and romantic relationships. If you are working with or supervising a spouse, boyfriend/girlfriend or family member, makes sure all your conduct is professional and ethical. Report any possible conflicts of interest to your manager. Today's affection could be next year's sexual harassment suit

  • Timekeeping/Paid Unrecorded Absences

  • Hiring/Promotion

  • Gambling

  • Misuse of Postal Property & Services

  • Falsification of Data

  • Theft of mail

  • Appearances count

  • Don't "walk the fence"

  • "Loose lips sink ships" -- and careers

  • Use a bright line to separate "personal" and "postal"

  • Beware of those seeking "favors"

  • Ask for help when you need it!


STANDARDS OF CONDUCT

  • Discharge assigned duties

  • Behavior and personal habits during and outside of working hours should reflect favorably on USPS.

  • Reporting violations of postal regulations including irregular activities.

  • Willingly or knowingly obstruct and/or retard the mail.

  • Unofficial use of government property or services for other than approved activities.

  • Use of intoxicating beverages or illegal drugs while on duty.

  • Gambling activities while on duty.

PERSONAL RELATIONSHIPS WITH CO-WORKERS

Be sure to check Publication 553, Employee's Guide to Understanding Sexual Harassment The Postal Service strongly discourages supervisors and employees from engaging in romantic and/or physical relationships. Perceptions of unfair treatment often arise under these circumstances and undermines morale.


REPORTING RELATIONSHIPS INVOLVING SPOUSES

  • Situations in which a postal employee's direct supervisor is his or her spouse are problematic under the conflict of interest law and criminal laws.

  • All situations 'involving reporting relationships between spouses should be brought to the attention of the HR Manager.


CONFLICTS OF INTEREST

  • Direct reporting relationship?

  • Does higher level relative have responsibility for budget, salary, assignment, promotion matters over the other (even indirectly)?

  • Are there sufficient intermediate levels so that only higher level relative's broad policy decisions will affect the other?
